OUYA shipping to Kickstarter backers on March 28th

OUYA announced this afternoon that its Android-powered game console is shipping to Kickstarter backers starting on March 28th. The company took to its Kickstarter page to announce the news, which says, "Parts are in the factory and assembly lines are buzzing." When the console starts arriving to folks who supported the Kickstarter campaign -- wherein the company raised just over $8.5 million dollars -- there'll be a lengthy list of launch games (around 500 last we heard) and more on the way. Alongside news of the console's launch date for backers comes word that Portal creator Kim Swift is developing a "brand new, exclusive title" for the console, and Papo & Yo dev studio Minority Media is also stepping up with a new game. Both Tripwire Interactive and nWay are also bringing games to the OUYA, with the former working on two games and the latter working on one (action-RPG ChronoBlade).

If that weren't enough, Journey developer Kellee Santiago was announced as the newest high profile OUYA employee, wherein she'll "lead developer relations." Santiago has a short history of high impact in the game industry, having helped create thatgamecompany (developers of Flow, Flower, and Journey) as well as leading an excellent TED Talk. She also appeared in this Engadget Show. Beyond working to entice devs to OUYA, Santiago said on Twitter that she'll still be making games. "I will still be making stuff, too, keepin' it real, don't worry," she wrote.

And that's to say nothing of the console's future; company CEO Julie Uhrman told us at DICE 2013 that the OUYA will see annual hardware refreshes, akin to mobile phones. We've yet to get our hands on the device, but we've heard good things from developers who got their early units back in December. Montana bill would let you make dinner out of roadkill

By passing a bill last week that allows motorists to eat their roadkill, the Montana House of Representatives may be on their way to legalizing the ultimate drive-through experience.

State Rep. Steve Lavin originally introduced the bill into Montana's House to allow "game animals, fur-bearing animals, migratory game birds and upland game birds" who have been killed by a car to be harvested for food.

"This includes deer, elk, moose and antelope, the animals with the most meat," said Lavin.

Lavin said that in his "day job" as a state trooper he sees a ton of animals hit on Montana's roadways that could potentially be repurposed to provide meat for people in need. State troopers already alert food banks to viable bumper banquets. This bill would simply make the practice legal.

If passed, Lavin said the law would explicitly exclude species such as big horn sheep and bear over concerns there would be profiteering from horns, claws and other body parts collectors covet. He added that it certainly wouldn't apply to situations like "finding a dead squirrel in the middle of the road" either.

Collisions between vehicles and animals are a serious problem in rural states like Montana. In 2011, the last year statistics were available, the Montana Department of Transportation reported a little over 1,900 wild animal?vehicle crashes. Considering nearly 7,000 carcasses were collected from the side of road that same year, it seems likely that many such accidents go unreported.

It's worth noting that Montana is not the first state to pass this type of law. Colorado, Illinois and Indiana are among states that currently allow motorists the privilege of salvaging roadkill under certain circumstances.

It's legal in Georgia too, a fact depicted on the reality show, "Here Comes Honey Boo Boo." In an early episode "Mama June" Shannon explained how police notify her whenever a deer who has met an unfortunate end is found by the side of the road. She then goes on to extol the virtues of dining on deer that die by the wheel ? though she has stressed in interviews that the family does not consume possum or raccoon.

"Darleen", as Honey Boo Boo lovingly referred to the family's fender feast, may be delicious ? but how safe is it to partake?

"The risk is relative depending on the condition of the animal and how it was killed," said Benjamin Chapman, a food safety specialist with North Carolina State University. "In roadkill if you happen upon the animal, you don't know its condition, which makes it riskier than eating regulated food or an animal you've hunted."

Even before you put fork to antler, there are safety concerns. Just hauling a carcass away can expose you to all sorts of pathogens that can make you sick, Chapman warned.

Lavin said he had never eaten roadkill himself but had no misgivings about offering the run-over meat to those who can use it -- though for safety's sake, he advised anyone pondering these "meals under wheels" to take air temperature and the length of time the animal has been lying on the road into consideration.

"It's like any other meat ? if you leave it outside the refrigerator for a couple of hours, you aren't going to want to eat it," he said.

Should you decide that flattened moose is what's for dinner, Chapman advised using a meat thermometer and cooking large game to a temperature of at least 160 degrees Fahrenheit. When dressing the carcass, keep it away from other foods, scrub work surfaces with bleach afterward, and wash hands thoroughly.

?Murakami Diary? is a calendar app for iPhones and iPads. When?installed, it asks to use the data from iCal, and displays your?upcoming events in a stylish manner. Strong graphic design (similar to?recent Murakami covers) alongside quotes and pictures of cats is used?to invoke the themes of his work.

Haruki Murakami is a pretty successful author. No doubt his publishing?houses across the world would be happy if he just sat at home, bashing?out new manuscripts. Sadly for these corporations, Murkami insists on?living an interesting life. He lectures, teaches, and runs marathons,?and although he does display a fierce determination to writing, one?has to assume that his international travel cuts down on time at the?keyboard.

History has shown us that famous authors don?t just stop at writing?books. The sort of inquiring mind who can produce best-selling?literature usually has a lot to say, and authors such as Charles?Dickens and HG Wells owed as much of their fame to their speaking?tours as they did to their books. It makes sense that in today?s?networked age, publishing houses attempt to use the commodification of?phone applications in order to extend the reach of their authors,?rather than packing them off on exhausting tours.

At first glance, a calendar seems a rather odd match for Murakami?s?writing, but who doesn?t need to use a diary at some point? Even the?most hermit-like of people has to make plans eventually. However, the?combination of quotes and cat imagery does conjure up the right feel ??Murakami?s characters often seem to drift along in a dreamlike state,?letting events happen to them. At least the users of this app will get
a reminder of upcoming events.

There is a problem with the cramped layout on the iPhone screen, with?the month view being more about quotes from the author rather than?your upcoming schedule, but on the whole this is an understandable?choice. Surprisingly, it is a totally acceptable way to organise your?day, even if it is best used as a front-end to your serious calendar?app.

Singapore police to webcam users: Keep your clothes on; it's a scam

Police in Singapore have warned men to be more careful regarding to whom they talk using webcams, reporting an alarming increase in the number of men who've been lured into nude conversations with "foreign" women, only to be blackmailed with video-chat recordings.

In terms of sheer numbers, the increase isn't much ? from 11 incidents in 2011 to more than 50 last year ? but it suggests a burgeoning scam that could ensnare many more men in the future, the national police force said in a bulletin that was first reported by Singapore's Straits Times newspaper.

Police singled out Facebook and Tagged as especially popular vehicles for the extortion scheme, in which "female foreign suspects ... would commence a webcam conversation with the victims and initiate cybersex by undressing themselves first before persuading the male victims to appear nude or perform sexual acts in front of the webcams."

"Unknown to the victims, the suspects had recorded the acts," police said. "These suspects would then threaten to circulate compromising photographs and videos of the victims to extort money from them."

The spike in cases was first noted halfway through last year, leading Crimewatch, a joint program of the national police and the National Crime Prevention Council, to "re-create" the scam in a (safe for work but entertainingly cheesy) video in June.

Graham Cluley, a consultant with the Internet security firm Sophos, reported the bulletin Monday on the company's appropriately named Naked Security blog and warned of another potential hazard:

You can imagine how a man, believing he is being seduced online by a sexy woman, might be all too eager to click on a link she suggests or run a malicious program on his computer. Before he knows it, his computer could be under the control of a hacker.

Police offered these tips to keep your money in your wallet:

  • Be wary of messages from unknown people who want to befriend you.
  • Do not accede to any request that may put you in vulnerable positions, such as performing compromising acts in front of the webcam, or giving personal details about yourself when interacting with other internet users.
  • If anyone attempts to extort money from you or should you become a victim of such an attempt, call the police immediately.
  • Do not remit or transfer money.

(AP) ? Perhaps there was one heartbreak too many for Mindy McCready.

The former country star apparently took her own life on Sunday at her home in Heber Springs, Ark. Authorities say McCready died of a suspected self-inflicted gunshot to the head and an autopsy is planned. She was 37, and left behind two young sons.

McCready had attempted suicide at least three times since 2005, as she struggled to cope amid a series of tumultuous public events that marked much of her adult life.

Speaking to The Associated Press in 2010, McCready smiled wryly while talking about the string of issues she'd dealt with over the last half-decade.

"It is a giant whirlwind of chaos all the time," she said of her life. "I call my life a beautiful mess and organized chaos. It's just always been like that. My entire life things have been attracted to me and vice versa that turn into chaotic nightmares or I create the chaos myself. I think that's really the life of a celebrity, of a big, huge, giant personality."

This time it seems the whirlwind overwhelmed McCready.

Her death comes a month after that of David Wilson, her longtime boyfriend and the father of her youngest son. He is believed to have shot himself on the same porch of the home they shared in Heber Springs, a small vacation community about 65 miles north of Little Rock. His death also was investigated as a suicide.

It was the most difficult moment in a life full of them. McCready issued a statement last month lamenting his death. And she called him her soul mate and a caregiver to her sons in an interview with NBC's "Today" show.

"I just keep telling myself that the more suffering that I go through, the greater character I'll have," she said, according to a transcript of the interview.

Like so many times before, McCready showed a little toughness in the midst of a personal storm, again endearing herself to her fans. But as usual, the brave face for the camera hid a much more complicated internal struggle that surfaced publicly time and again over the last 10 years.

This time, along with her remembrances of finding Wilson as he lay dying, she also answered questions about whether they'd argued earlier that evening about an affair and if she'd shot him.

"Oh, my God," the "Today" transcript reads. "No. Oh, my God. No. He was my life. We were each other's life."

It's unclear what circumstances led to McCready taking her own life, but it appears she was struggling again with twin issues that have persisted for years: substance abuse and the custody of her children.

She checked into court-ordered rehab and gave her children up to foster care earlier this month after her father asked a judge to intervene, saying she'd stopped taking care of herself and her sons, and that she was abusing alcohol and prescription drugs.

It's unclear why McCready was out of rehab.

Billy McKnight, McCready's ex-boyfriend and the father of her oldest son, said the children remain in foster care. Arkansas Department of Human Services spokeswoman Amy Webb could not confirm their whereabouts, citing agency rules.

McCready's relationship with McKnight was one of the more difficult periods of her life. McKnight was arrested in 2005 on charges of attempted murder after authorities say he beat and choked her. And the two continued to struggle over their son with McKnight recently filing for custody in light of McCready's latest sting in rehab.

McCready made headlines in April 2008 when she claimed a longtime relationship with baseball great Roger Clemens. Published reports at the time said she met the pitcher at a Florida karaoke bar when she was 15 and he was 28 and married. Clemens has denied the relationship.

On Monday, Clemens handed a written statement to reporters at the Houston Astros spring training facility in Kissimmee, Fla., where he is serving as a special instructor for the team.

"Yes, that is sad news. I had heard over time that she was trying to get peace and direction in her life. The few times that I had met her and her manager/agent they were extremely nice."

McCready also was engaged to actor Dean Cain in 1997, but their relationship fell apart as well.

Her troubles weren't just romantic. Over time she was arrested for fraudulently obtaining prescription drugs, probation violation, misdemeanor assault of her mother Gayle Inge and other problems.

In 2010, after a stint on Dr. Drew Pinsky's "Celebrity Rehab 3" where she was treated for "love addiction," she told The Associated Press she may have finally found love and the strength to get her life back on track.

Pinsky, who had no comment Sunday, called McCready an "angel" in the season finale and expressed hope she would continue to seek treatment in a later interview. McCready suffered a seizure in one of the show's scarier moments. Tests showed she had suffered brain damage, something she attributed to her abuse at the hands of McKnight.

McCready is the fifth celebrity to pass away since appearing on Pinsky's show and the third from Season 3. Alice in Chains bassist Mike Starr and "Real World" participant Joey Kovar both died of overdoses.

She entered her relationship with Wilson, a producer and musician who was 34 when he died last month, a short time later. She'd just met Wilson and talked openly about their relationship in the 2010 interview. Wilson declined to speak on the record.

With a publicist, reporters, cameras, makeup artists and musicians swirling around her during a press day for her last album, "I'm Still Here," McCready fended off questions about a sex tape and said she and Wilson started out as friends.

"And I've never had a relationship like that before where we started completely as friends," she said. "It turned into friends really caring about each other and then it turned into love and I've never had that happen before."

Things didn't remain calm for long, though. Unhappy with custody arrangements, McCready took her older son from her mother, the boy's legal guardian, in late 2011. She fled to Arkansas without permission over what she called child abuse fears. Authorities eventually found McCready hiding in a home without permission and took the boy into custody.

She and Wilson had their son in April 2012, and she regained custody of Zander in December. But Wilson's death appears to have led to another dark period.

"I met Mindy at 23 coming off of a big record, and from knowing her as personal as I did back then, sometimes being famous can hurt you," McKnight said in a phone interview Monday from Tampa, Fla. "I think she was too young. I think that she was having some personal issues in her life and her family anyways, and when she got famous ... she started mixing booze and pills and the negativity, it took the best of her."

Huawei denies work in field linked to U.S. death in Singapore

SINGAPORE (Reuters) - Chinese telecommunications company Huawei said on Monday it had not worked with an institute in Singapore on any projects in the specialist field of an American engineer who died mysteriously last year shortly after leaving the institute.

Britain's Financial Times said on Saturday that Shane Todd had been working on "what was apparently a joint project" between Singapore's Institute of Microelectronics, or IME, and Huawei shortly before he died last June.

His parents have said he was murdered because of his involvement in the project, which they say involved exporting sensitive military technology to China.

IME declined immediate comment.

Singapore police said they were still investigating the death of Todd, 31, and would submit their evidence to a coroner. Singaporean pathologists concluded in an autopsy last June that he died by hanging in his Singapore flat.

"IME approached Huawei on one occasion to cooperate with them in the GaN field, but we decided not to accept, and consequently do not have any cooperation with IME related to GaN," Huawei said in a statement.

Todd's area of expertise was Gallium Nitride (GaN), an advanced semiconductor material which has both commercial and military purposes. It is used in things from blue-ray disc players to military radars.

Huawei said that the development of GaN technology was commonplace across the telecommunications industry.

Reuters reviewed evidence the family presented supporting its theory a few weeks after his death, including emails, other documents and photographs.

Interviews with the family, colleagues and friends revealed conflicting views on Todd's state of mind before his death, the nature of his work and how he died.

Colleagues said that he was increasingly depressed in his last few months, but said that his concerns appeared to centre on a sense of failure about his work, and an ambivalence about returning to the United States.

Researchers in unrelated fields have also questioned how, if his work was so sensitive, he was able to take home computer files from his office. His family retrieved a hard drive which included work files in his flat.

IME is part of a network of research institutes managed by government-run Agency for Science, Technology and Research, or A*Star.

A former A*Star researcher now working in the United States pointed out that IME and other A*Star institutes were not military research organizations.

"AFRAID"

At the heart of the family's theory is that Todd was concerned for his safety because of a project with a Chinese company. They believed, through information from his colleagues and from his computer files, that the company was Huawei.

Reuters can't independently corroborate their views about the role of Huawei or the circumstances of Todd's death.

Huawei is one of the world's largest telecommunication equipment companies, but has been blocked from some projects in Australia and deemed a security risk by the U.S. congress on the grounds that its equipment could be used for spying.

Huawei has routinely denied such accusations and has said it is not linked to the Chinese government.

Todd's parents said in interviews in July that Singapore police and IME had failed to properly investigate his death after his body was found hanging from a door in his Singapore apartment on the evening of June 24, two days after he quit IME.

Singapore police say they have handled the case as they have handled other cases, and their procedures follow high international standards. They said in such cases of unnatural death, "no prior assumptions" were made about the cause.

The parents did not immediately respond to emails requesting comment on the Financial Times report but Todd's mother, Mary, said in a telephone interview with Reuters last July that he had been scared.

"I had been talking to him for months for at least an hour every week and he told us he was afraid of being murdered because of his contacts with the Chinese government," she said.

"He quit his job because of it."

Huawei declined to say whether they had been working on other projects with IME. Colleagues said shortly after Todd's death that he had told them at one point he had been working on a project with Huawei but that it was not sensitive or high-level in nature.

One described it as carrying out "measurement test reports" of semiconductors.

The Financial Times said that Todd had been involved in proposing a joint project with Huawei. While it did not say whether the project was approved, it quoted his parents as saying that subsequently he complained to them of being asked to do things with a Chinese company he did not identify that made him uncomfortable.

In Holly Springs, military honors mark new construction

Cars stretched for a mile through the streets of the half-completed Forest Springs neighborhood as about 100 people gathered on Thursday to greet their newest neighbor.

With dozens of uniformed soldiers looking on, 14 shovel-armed dignitaries broke ground for the future home of U.S. Army Cpl. Cody Stanton.

Stanton, a Raleigh native, will be the fifth military veteran to move into a new house built by Operation: Coming Home, a local nonprofit.

?Overwhelmed ? it?s the only word I?ve got for it,? the 21-year-old said as soon-to-be neighbors, fellow soldiers and a poodle in camouflage converged on him after the ceremony.

Stanton?s not one who loves the spotlight, his mother said, but he has grown used to it since he returned from Afghanistan last year. At the Walter Reed National Medical Center, Stanton is the focus of teams of doctors in surgery after surgery, part of a long recovery that began when an improvised explosive device sheared off his legs.

When Stanton?s out of the hospital, he?s a magnet for well-wishers, who know him from media accounts or guess his story from his wheelchair.

?He can?t go through the mall without getting recognized,? said his aunt, Becky Stanton, 49.

It may take a year or more before Stanton is ready to leave the hospital, where fellow service members keep him company several days a month. Stanton is a member of the 21st Military Police Co. from Fort Bragg?s XVIII Airborne Corps.

When he?s ready for his next era, he?ll know where to begin: In Holly Springs, where a specially outfitted 2,500-square-foot home will be waiting.

Stanton plans to live with his service dog, while his family will be a short drive away in Raleigh. But that all seems a distant thought for the corporal as he pushes through a painful medical process.

A new start

A new home can be the start of a new life for wounded veterans, according to Crissy Roberts Stanley, whose family lives in a house built by Operation: Coming Home in Fuquay-Varina.

?So many, after, their hope is shattered. (A new home) takes your hope and sends it up high,? Stanley said as she walked toward the groundbreaking ceremony for Stanton?s new house.

While the attention of reporters and neighbors can be overwhelming, she said, it gives veterans the chance to become advocates.

Rates of unemployment and homelessness among combat veterans are uncommonly high; while veterans make up only 7 percent of the country?s population, they are 13 percent of the nation?s homeless, and almost 13,000 recent veterans are homeless, according to the National Coalition for Homeless Veterans.

And for veterans like Stanton, life with an injury requires special accommodations, such as extra-wide doorframes, that the family home often can?t provide.

In the Triangle, Operation: Coming Home is quickening its pace as more soldiers return from Afghanistan, accelerating from a home built every other year to three in this year alone. The effort?s led by the Triangle Veterans Association, the Home Builders Association of Raleigh-Wake County and Royal Oaks Building Group.

And as it grows, the nonprofit is drawing more and more builders, developers, construction suppliers and everyday people into its fold, all looking to make room for soldiers in Wake County?s growing suburbs.

De Beers sees glimmer of hope for hard-pressed diamond market

(Reuters) - A more positive outlook in China and India will help boost diamond sales this year, says De Beers, the world's biggest diamond producer, in a further sign the world economy is on a slow path to recovery.

De Beers forecast moderate growth in jewelry demand in 2013, in a turnaround from a 12 percent decline in rough diamond prices last year, which it said was also in line with polished diamond prices.

De Beers, a unit of global miner Anglo American , said its sales slid 16 percent last year, but a modest recovery in major jewelry markets during the holiday season helped stabilize prices.

"Despite macroeconomic concerns, demand for diamond jewelry continues to grow in the key markets of the United States, China and Japan," Chief Executive Philippe Mellier said on a conference call.

Trading conditions in other developed markets were likely to be challenging, with stocks of unprocessed diamonds still high, De Beers added.

Updated: Samsung Galaxy Fame and Galaxy Young launched with UK in sight

The Samsung Galaxy Fame and Samsung Galaxy Young have been announced in South Korea and the budget devices will be heading to the UK.

Update: Three has confirmed it will be offering the Samsung Galaxy Fame, although the network was unable to give us a release date or price with "coming soon" the only thing we have to go off.

It was initially thought that the Galaxy Fame would be unveiled at MWC 2013 in Barcelona, but Samsung clearly couldn't wait until then.

Design wise, both handsets borrow heavily from the Samsung Galaxy S3, as do all the new Galaxy handsets - probably in an attempt to get away from any potential law suits with Apple.

The Galaxy Fame sports slightly better features than the Young with a 3.5-inch 480 x 320 display, 1GHz processor, 512MB of RAM, 4GB internal storage, 5MP camera, VGA front snapper, NFC, 1,300mAh battery and Android Jelly Bean (version 4.1).

Probably coming in slightly cheaper than the Frame, the Samsung Galaxy Young has a smaller 3.27-inch display, the same 1GHz processor and Jelly Bean OS - but surprisingly more RAM at 768MB.

NFC doesn't feature on the handset and you only get a 3MP camera round the back, while the Bluetooth technology is version 3.0 instead of the Galaxy Frame's 4.0 offering.

TechRadar spoke to Samsung regarding pricing and availability of the Galaxy Fame and Galaxy Young, with the manufacturer confirming that "availability for the UK will be week commencing March 25."

Both handsets will likely be knocking around MWC 2013 at the end of February, and we'll be there to get hands on with both of them, so stay tuned for our early findings.

A shark attack at the Vandenberg Air Force base beach has claimed the life of an experienced 39-year-old surfer, following months of frequent shark sightings along the central California coast.

Shark attacks on humans in the United States have reached their highest levels in more than a decade ?? and an improving economy may be the reason why, experts say.

There were 53 shark attacks in the United States in 2012, matching the previous high set in 2000, according to the International Shark Attack File, an annual report released Monday by researchers at the University of Florida.

"I think the economy has played a major role in the sense with the downturn in the economy, fewer people had the ability to take holidays and visit the beach,? George Burgess, who heads the effort to compile shark attack data, told Reuters.

A rebounding economy meant more people went to the beach, which created more opportunities for sharks to attack.

?The numerical growth in shark interactions does not necessarily mean that there is an increase in the rate of shark attacks; rather, it most likely reflects the ever-increasing amount of time spent in the sea by humans, which increases the opportunities for interaction between the two affected parties,? the report reads.

The number of shark attacks has steadily grown each decade since 1900, which the study attributes to a constantly increasing amount of time people spend in water.

The United States typically leads the world in shark attacks. Last year, Florida was the state with the highest number of attacks with 26.

Surfers and those participating in board sports were most often involved in incidents, making up 60 percent of the attacks, the report said.

Semiconductor interfaces: Big opportunities for tiny insulators

Feb. 13, 2013 ? A model that predicts real-world behaviors of insulator interfaces makes designing 'nano-electronic' materials significantly simpler.

Advances in miniaturization have made electronic devices cheaper and more powerful, but these procedures also create new challenges for materials scientists. For example, traditional silicon dioxide insulators used in field-effect transistors begin to leak small amounts of current at nanoscale dimensions. To combat this problem, researchers have developed insulators called 'high-k dielectrics' that link heavier elements, such as hafnium or zirconium, into insulating oxide films with exceptional charge-isolating capabilities.

Integrating high-k dielectrics into circuits, however, creates a different manufacturing problem. Localized electric fields known as charged dipoles can form at insulator-semiconductor interfaces and generate unwanted voltages that impact device performance. Sing Yang Chiam from the A*STAR Institute of Materials Research and Engineering in Singapore and co-workers have now developed a model that can identify interface dipole problems before they appear1 -- a finding that promises to help end the 'trial-and-error' design issues typical of high-k dielectrics.

Currently, materials scientists employ extensive quantum mechanical calculations to determine whether or not new high-k dielectrics will have interface dipoles. Chiam and co-workers investigated a more intuitive approach: they linked the appearance of interface dipoles to the classical property of electronegativity, a number that relates an element's electron-attracting power to its position in the periodic table.

Scientists have previously avoided estimating dipoles with electronegativity values because, in many cases, they predict incorrect electric field polarities. To resolve this discrepancy, Chiam and co-workers correlated theoretical electronegativity with experimental 'charge neutrality levels' -- electronic energies required to counterbalance dipoles on insulator interfaces. After measuring the charge neutrality on several different high-k dielectrics with X-ray and ultraviolet radiation (see image), the team plotted this data against electronegativity. They discovered that a simple linear equation connected the two parameters.

Further manipulation of this equation revealed it could also predict a so-called 'dipole neutrality point' (DNP) where interfacial dipoles flip polarity. Armed with this new theoretical tool, the researchers investigated both well-known and novel high-k dielectric/semiconductor interfaces. They found that the DNP concept provided accurate predictions of dipole polarity and strength: the offset voltages needed to turn on a high-k dielectric field-effect transistor closely matched values generated from the electronegativity values.

Chiam notes that the straightforwardness of this model should make it exceptionally practical for scientific discovery. "This is the simplest method to find dipoles at material interfaces before starting experiments," he says. "Our model can predict what kinds of bulk or interface modifications are needed to offset dipole values -- a significant time saving over traditional approaches."

Do tax increases kill jobs? Minn. soon to find out

MINNEAPOLIS (AP) ? Dik Bolger is a lifelong Minnesota Democrat, a gray-bearded baby boomer with a braid down his back whose Minneapolis printing company's plant displays work by local artists and sculptors. He backed Mark Dayton for governor, but his take on the Democratic chief executive's plan for new business taxes could be the voice-over for a Republican campaign commercial.

"We're screwed," Bolger said, if the tax goes through.? His 79-year-old company competes nationwide and overseas for work with major brands like Chanel. "If you're bidding for a $100,000 job on a national basis and tax expenses push you a couple of percent higher, then I'm not competitive."

For generations, Minnesotans lived out the progressive argument that high taxes and high services were what gave the state its fabled quality of life. But the patience of business owners is being tried more than ever, as Dayton and the Democrats who now control the Capitol mull a menu of tax increases that would primarily hit company ledgers ? just as most states are going the opposite way.

Dayton has proposed tax changes he says would make the system fairer and also bring in $2 billion in new revenue. Much of the gain would come from a state sales tax on "business-to-business" purchases like legal, accounting, banking and printing costs. Few states tax such services.? He would also boost Minnesota's personal income tax rates from eighth to fourth highest in the nation, behind only Hawaii, California and Oregon.

Meanwhile, many other governors_Republicans and even some Democrats? are trying to cut their income taxes and make other changes to attract businesses.? That includes many of Minnesota's neighbors in the Midwest, such as Wisconsin, Indiana, Iowa, Kansas, Missouri, Oklahoma and Nebraska.

Whether taxes kill jobs is one of the longest-running arguments in politics, and it's about to get tested in a big way in this region.

"I'm the kind of person willing to pay more in taxes because of all the attributes and benefits Minnesota offers," said John Taft, CEO of Minneapolis-based RBC Wealth Management. "But you do reach a tipping point where the cost of government gets too high and this would push us past that tipping point."

Dayton wants the new money to eliminate a $1.1 billion state budget deficit.? He also wants more for public schools and colleges, job-creation programs and low-income medical assistance.? He's arguing that such amenities are what perennially put the state near the top of livability lists.

?"I've heard this for 30 years and I'm not insensitive to it," Dayton said of the argument that high taxes make businesses look elsewhere.? However, "I say we're not the lowest-taxed state, we're the best value for people's taxes." ?????????????????Minnesotans try not to scoff as they contrast the state's attributes with the likes of its more down-market neighbors.? Minneapolis' bustling downtown Nicollet Mall, the Twin Cities' array of theaters and first-class museums, and the state's expansive parkland and its 19 Fortune 500 company headquarters ? the second-most per capita in the country_are what make talented people want to be here, they said.? It's no coincidence that ?Minnesota's unemployment rate is lower than Wisconsin's (5.5 percent vs. 6.6 percent in December) and its per capita income higher ?($44,560 vs. $39,575).

"What's real is that quality of life is a decision-maker for the big players," says Democratic Rep. Alice Hausman.

To the east, Wisconsin is like a photo negative of Minnesota politically.? On the day Dayton unveiled his tax proposal, Republican Gov. Scott Walker said he might "put a little bit more of a push" into luring Minnesota companies.? He had already put Wisconsin "Open for Business" billboards along Minnesota borders; he's now pushing for a $340 million income tax cut.

South Dakota Gov. Dennis Daugaard's administration has sponsored print and radio ads and direct mail directed at unhappy executives.

"Tired of Taxes? Call Me," read the postcards.

"I can tell you that we are actively working a number of lead prospects from Minnesota," said Pat Costello, Daugaard's commissioner of economic development, though he wouldn't reveal any.

Not all of Dayton's proposed changes are increases. He wants to lower the overall sales tax rate to help middle-class families, reduce the corporate income tax and freeze business property taxes. But he's also wiping out a sacrosanct clothing exemption the Mall of America uses to attract out-of-state shoppers.

Minneapolis is the fourth-largest printing center in the U.S., according to Printing Industry Midwest, a trade association. Bolger said he's fine with paying higher personal income taxes.

But he said his Bolger Printing company had to shed more than 100 of his 320 jobs because of the recession, and "I never want to go through that again" if he starts losing jobs to lower cost competitors.

?"I'm a 58-year-old Minnesota boy. Wisconsin is probably not in my future," Bolger said. "But I would have to shrink employees, decent middle class jobs. I thought that's what this is about."

This is an odd thing to write, but right now Miami is in line for a No. 1 seed in the NCAA tournament. The Hurricanes are second in the latest RPI standings, which makes State's last-second loss all the more painful from a resume perspective. Oh well. NC State remains in fine shape RPI-wise, and the ACC in general has made some improvements in the standings, which can only help the Pack going forward. Florida State--which the Pack plays twice--is approaching top-50ish territory. Another win over UNC would help a lot as well.

Wall Street pauses after rally to five-year high

NEW YORK (Reuters) - Stocks drifted in light volume on Wednesday, ending little changed, as investors remained cautious after the S&P 500 index briefly hit its highest intraday level since November 2007.

The S&P 500 was buoyed by General Electric after cable company Comcast Corp said it will buy from GE the the part of NBCUniversal it didn't already own for $16.7 billion.

Comcast's stock hit the highest since 1999 before closing up 3 percent at $40.13 and GE gained 3.6 percent to $23.39.

The S&P 500 is up 6.6 percent so far this year, partly due to stronger-than-expected corporate earnings and a better economic outlook. The Dow industrials is about 1 percent away from an all-time intraday high, reached in October 2007.

Volume has been weak in recent days with the S&P moving sideways around 1,520. The index is about 3 percent away from closing at a record high.

A scarcity of sellers after a consistent string of gains is a positive sign and shows the uptrend is intact, King Lip, chief investment officer at Baker Avenue Asset Management in San Francisco, said.

"Last year we had double-digit returns in the first quarter. It's fairly possible we can move higher from here," he said.

The Dow Jones industrial average <.dji> fell 35.79 points or 0.26 percent, to 13,982.91, the S&P 500 <.spx> gained 0.9 point or 0.06 percent, to 1,520.33 and the Nasdaq Composite <.ixic> added 10.38 points or 0.33 percent, to 3,196.88.

The S&P gained 12 percent in the first three months of 2012.

Deere & Co , the world's largest farm equipment maker, forecast a modest increase in sales this year despite the prospect of the biggest corn crop in U.S. history. The forecast fell short of analysts' expectations, sending shares of Deere down 3.5 percent to $90.68.

In extended trading, shares of technology bellwether Cisco Systems fell 2 percent after it posted results.

Dr Pepper Snapple fell 5.8 percent to $42.69 after it forecast profit for the current year below analysts' estimates.

Cliffs Natural Resources lost a fifth of its market value a day after the miner reported a quarterly loss and slashed its dividend by 76 percent. Its shares fell 20 percent to 429.29.

According to the latest Thomson Reuters data, of the 364 companies in the S&P 500 that have reported results, 70.3 percent have exceeded analysts' expectations, above a 62 percent average since 1994 and 65 percent over the past four quarters.

About 5.9 billion shares changed hands on the New York Stock Exchange, the Nasdaq and NYSE MKT, below the daily average in February last year of 6.94 billion.

On the NYSE, roughly seven issues rose for every five that fell and on Nasdaq more than six rose for every five decliners.

North Korea vows more rockets, doesn't mention nukes

SEOUL, South Korea (AP) ? North Korea's powerful politburo has vowed to continue firing "powerful long-range rockets," but a statement made no mention of Pyongyang's promise to conduct a nuclear test.

The United States and its allies have been on edge since North Korea said last month it will conduct its third nuclear test to protest toughened sanctions over a December rocket launch that the U.N. called a cover for a banned missile test.

As the world waits, surrounding countries are warning that a test will prompt more sanctions.

Pyongyang's state media said Tuesday that ruling Workers' Party Political Bureau members are promising future rocket launches as part of an "all-out action of high intensity."

The politburo also called for festivities surrounding the July 27 anniversary of the armistice that ended the 1950-53 Korean War.

Google Partners with CDW To Offer Chromebook Solutions

Google and CDW have launched a partnership that will see the former offer enterprise Chromebook solutions for education customers. According to CDW, the solution will help school districts meet the technology requirements for SBAC and PARCC online assessments.

Under this partnership, CDW will offer Chromebooks with a Web-based management console as well as network, integration, and configuration services. According to the company, the management console will make it easier for schools to deploy, scale, and centrally manage a fleet of chromebooks. The console enables IT administrators to apply district policies, applications, and settings to users' devices, preinstall or block applications and Web sites, assign and track devices, manage user access, and control network access.

CDW's service offerings include:

  • Conducting network assessments and configuring wireless networks to ensure adequate bandwidth;
  • Enrolling devices in the network domain and applying network configuration settings.
  • Asset tagging and configuration, including updating Chromebooks to the latest approved Chrome OS release; and
  • Providing professional development to users.

According to Andrea Bradshaw, senior director and general manager for mobility solutions at CDW, Chromebooks offer ease of use for the end user and peace of mind for management. "Users can collaborate and connect to the resources they need in the cloud, wherever they are. Deep genomic analysis identifies a micro RNA opponent for ovarian cancer

Feb. 11, 2013 ? Researchers employed an extensive analysis of genomic information to identify a new, high-risk cohort of ovarian cancer patients, characterize their tumors, find a potential treatment and test it in mouse models of the disease.

The exhaustive analysis that led to micro RNA 506 (miR-506) as a potential therapeutic candidate for advanced or metastatic ovarian cancer is the cover article in the Feb. 11 edition of Cancer Cell.

"Functional analysis showed that miR-506 is a robust inhibitor of a cellular transition that makes ovarian cancer cells more resistant to treatment and likely to spread. We will continue to investigate this micro RNA as an inhibitor of ovarian cancer metastasis," said Wei Zhang, Ph.D. professor in MD Anderson's Department of Pathology and senior author of the paper.

Micro RNAs do not code for genes like their cousins, the messenger RNAs. They are capable of blocking a gene's activation by plugging up its promoter region or altering its protein after it's expressed.

Cell line experiments demonstrated that miR-506 blocks cancer cells by suppressing a protein crucial to transforming a cell from one type to another associated with cancer invasiveness, metastasis and shortened survival.

Analysis of human tumors showed higher miR-506 expression is associated with longer overall survival. Mice with two types of advanced ovarian cancer treated with miR-506 packaged in a fatty (liposomal) nanoparticle had fewer and smaller tumors than control mice.

"We next plan to test whether miR-506 sensitizes ovarian cancer cells to cisplatin (standard chemotherapy) in our mouse model," Zhang said.

The liposomal nanoparticles already have been shown to be safe for human use, said co-senior author Anil Sood, M.D., professor in MD Anderson's Departments of Gynecologic Oncology and Cancer Biology and the Center for RNAi and Non-Coding RNA. "After the additional combination experiments, we would need to do formal safety testing before moving it into clinical trials," Sood said.

Ovarian cancer is the most lethal gynecologic cancer in the United States, with an estimated 22,280 cases diagnosed in 2012 and 15,460 deaths. Ovarian cancer is often diagnosed at an advanced stage and it also has greater capacity to spread than most other solid tumors.

New analysis of The Cancer Genome Atlas data

Based on gene expression data from 489 high-grade serous ovarian carcinoma patients, TCGA's initial study published in Nature divided these patients into four categories but found no survival differences among the groups.

Zhang, who is co-director of a TCGA genomics center, and colleagues applied additional analyses to better understand the TCGA category of mesenchymal ovarian cancer. Most solid tumors are carcinomas, meaning that they start in the lining (epithelium) of the organ. Emerging evidence, Zhang noted, connects ovarian cancer cell invasiveness and spread to a loss of epithelial features and a gain of mesenchymal features, known as epithelial to mesenchymal transition.

There are a number of significant differences between the two types of cell. One is mobility: epithelial cells are designed to stay put and are likely to die in a variety of ways if they break away from the primary tumor. Mesenchymal cells can move about. They also rely on distinctive protein biomarkers.

The search narrows, from 2,942 genes to one miRNA

The researchers used additional data from the TCGA group -- alterations of gene copy number, miRNA expression and DNA methylation, which silences genes -- and re-analyzed the 489 patients.

"With those data, we were able to identify a subtype of ovarian cancer, look deeply into the mechanism behind it and identify regulators of that type so we can develop new treatments," said co-lead author Da Yang, Ph.D., an MD Anderson Odyssey Scholar in the pathology department.

Starting with 2,942 genes that TCGA identified as overexpressed in the mesenchymal group, they narrowed that list to 253 genes, 219 of which were associated with miRNA.

They found that the 219 miRNA-associated mesenchymal genes divided 455 ovarian cancer patients into two clusters:

  • 171 with high levels of miRNA expression, 169 of whom had high-grade disease, and shorter survival, classified as the mesenchymal subtype.
  • 284 with low levels of miRNA gene expression, longer survival and lower grade disease, classified as the epithelial subtype.

The team confirmed these results in three independent data sets totaling 560 ovarian cancer patients.

Nineteen miRNAs were identified, eight of which were predicted to control 89 percent of the 219 miRNA-associated genes. Of the eight, the least was known about miR-506, and it was least expressed in the mesencyhmal cases. "We decided to focus on miR-506," Zhang said.

miR-506 blocks mesenchymal, helps epithelial proteins

In a series of cell line experiments, the scientists forced overexpression of miR-506 and a control miRNA in ovarian cancer cells. Treated cells had much lower levels of two important mesenchymal markers and higher levels of E-cadherin, a protein vital to epithelial cells.

Additional experiments showed miR-506 specifically inhibited SNAI2, a mesenchymal-cell-promoting protein, by binding to the promoter region of its gene, blocking activation.

Transforming growth factor beta (TGF?) induces epithelial-to-mesenchymal cell transition, and the team found that it was prominent in the mesenchymal type of ovarian cancer. In cancer cells treated with miR-506 and then treated with TGF?, the miRNA completely abolished TGF?'s effects.

In human tumors, more miR-506 tied to improved survival

Analysis of 92 ovarian cancer tumors from Tianjin Hospital in Tianjin, China, showed:

  • Tumors with low levels of miR-506 had mesenchymal traits, including high levels of SNAI2 and VIM, another mesenchymal biomarker, and low levels of E-cadherin.
  • Tumors with high levels of miR-506 had epithelial traits, including more E-cadherin, and less SNAI2 and VIM.
  • High miR-506 Tianjin patients had a median survival of 50 months, compared with 30 months for those with low levels.

These results were repeated in two separate data sets of 160 cases.

Zhang and colleagues treated mice with two ovarian cancer cell lines with either nanoparticle miR-506 or a control nanoparticle.

Mice treated with miR-506 not only had fewer (75 and 48 percent declines), smaller tumors (down 78 and 53 percent), they also had steeply reduced levels of SNAI2 and VIM and major boosts of E-cadherin (200 and 120 percent increases).

These results suggest liposomal nanoparticle-delivered miR-506 might be developed as an ovarian cancer treatment. While miRNA has been effective in lab experiments, delivery in liposomal nanoparticles has shown promise in research at MD Anderson and other institutions.

Longstanding collaborations with the Institute for Systems Biology in Seattle, and MD Anderson sister institution Tianjin Medical University are vital to this research, Zhang said.
